The electronic communications market in Gibraltar is regulated by the Gibraltar Regulatory Authority (GRA), who has designated Gibtelecom as having significant market power in the various EU defined communication markets. Consequently, the GRA has imposed certain obligations on Gibtelecom, which include transparency, non-discrimination and price controls, amongst others.
Gibtelecom provides a Reference Unbundling Offer (RUO) for alternative providers to contract to use certain elements of Gibtelecom's copper infrastructure and a Reference Interconnect Offer (RIO) to connect to Gibtelecom's fixed and mobile networks.

Reference Unbundling Offer (RUO)
Gibtelecom’s Reference Unbundling Offer (RUO) establishes the legal, operational and technical aspects of local loop unbundling services which Gibtelecom offers to other licensed operators in Gibraltar.
Reference Interconnect Offer (RIO)
Gibtelecom’s Reference Interconnect Offer (RIO) establishes the legal, operational and technical aspects of interconnection between Gibtelecom’s network and the networks of other licensed operators in Gibraltar.
Under the requirement of the Communications Act 2006 and other applicable legislation the GRA is required to issue a public consultation when it intends to adopt a measure which has a significant impact on a market for electronic communications networks or services. Gibraltar Regulatory Authority (GRA) carries out public consultations, on occasion, before issuing a Decision Notice.
